Viaduct access to jetties
The
port of San Antonio Este possesses two jetties of different characteristics.
Both are linked to land by a double hand viaduct of 290 meters long
by 12 meters wide, two pedestrian roads and 9 meters roadway.
Jetty of overseas
The overseas jetty has a double berth front of 200 meters of longitude in the external side, denominated "Sitio 1" (Berth 1), and 190 meters in the internal side, denominated "Sitio 2" (Berth 2). The jetty has a width of 30 meters, its draughts are of 45/40 feet with tides to the zero. The maximum allowed draught is similar to the height of the tide plus 1.20 meters.

Floating pontoon
The
floating pontoon is dedicated to the operation of fishing ships. It
is constituted by two floating pontoons forming two piers, one external
and another internal. It possesses a draught of 24/33 feet, a length
75 meters enlarged to 110 meters by a mooring buoy endowed with a
field of anchors, and 21 meters wide what allows tie up a maximum
of three ships per front, according to the length of each ship.
The pontoons ascend or descend with the tide cycles and they communicate with the viaduct by an articulated ramp.

Refrigerator and room of transfer
This
refrigerator was designed as a link inside the logistical chain of
export of fresh and concentrated juices. For its location it is a
neuralgic center of the port facilities, it is on the entrance to
5 street that ends in the access viaduct to the jetty, strategically
located to allow a harmonic operative and logistical movement of the
merchandises in the port.
The unloading area has 6 docks of last generation with a level system to adjust the heights of the terminal semi trailers, it has got vertical opening doors of hermetic closing, assuring the chain of cold and it has been given the precise inclination so that the unloading process can be faster and safer.
With 6 cameras of approximately 330 pallets each
and a hall, can be nearly stored 2.000 fruit or juice pallets. The
cameras are equipped with storage racks that allow to stow up to 3
pallets of high, what improves the logistical movement of the merchandise,
being able to maintain the information of the location and control
of it. The packing of the merchandise is better preserved with this
system.
In the back part of the building and aligned to the entrance doors, are the merchandise expenditure doors, that have an electromechanical working system to assure their hermetic closing and the maintenance of cold.
The correct lay out of the circulation roads makes the parking agile and its later unloading process.
Accompanying the growth of the fruits activity and
the regional economies, the Port Services Terminal Patagonia Norte
S.A. inaugurated in the 2002 season, the Transfer Room that constitutes
the complement of the Refrigerating Room previously described.
This Transfer Room is a 4800 m2 area of modern facilities (120 m long by 40 m width), of covered surface and free of columns with more than 9 m of height. It has got 14 simultaneous unloading docks for thermal trucks, with pallets received, to plain trucks which carry the internal transfer to the overseas jetty.
It was intended to work simulating the activity that was previously carried out in the jetty, so that each truck already leaves the room with destination to a certain ship.
This room has offices for customs' personnel, sanitary control organisms, P. S. T. Patagonia Norte S.A., load and operative personnel and AFIPDGA. It also possesses computer systems interconnected in net with the general system of the Terminal, which facilities to obtain on line data referred to the loads and quantities.
The
fast unload of the thermal units and the transfer to pallet trucks
in the Transfer Room, turns this one into one of the most important
parts in the logistical chain of exportation of fruits, contributing
to speed of operations and therefore a reduction of costs, optimizing
human and technical resources.
Also, when the conditions of use of the room allow it, the Terminal offers to the exporters clients of concentrated juices, the possibility of storing concentrated juices, allowing the best planning for the loads in the factories.
Refrigerated containers terminal
The
tendencies of the external markets demand new commercialization forms.
The refrigerated container allows to the producer to access to the
international markets with a minimum unit of load, satisfying a growing
modality of abroad clients.
The P. S. T. PATAGONIA NORTE SA offers its clients the storing service, consolidation, conservation and movement of containers with infrastructure and qualified personnel to such activity.
The refrigerated containers terminal is located at a few meters from the entrance to the access viaduct to the jetty, it possesses a net of boards that allows the connection of up 40 containers and it is prepared to increase its capacity at 208. Through its computer system, the shipping companies know the stock and permanent condition of the containers in port.
Technical and operative qualified personnel carry out calibration tasks for the different requirements of cold, ventilation and humidity, besides verifying and controlling each container when arrives to parking zone, assuming this way their perfect operation and guaranteeing the exporter the maximum security in the service.
Containers consolidating room

In
2003 a new challenge was presented. The new tendencies regarding the
world of trade, showed the increment in the use of the container as
a flexible and versatile means of modal transport, being a very appropriate
logistical solution for all the markets, In the case of the export
of the fresh fruits, the transactions in reefer containers increased
in 500% (of 500 to 2500 FEUs).
This growth in the use of the container, at world level, it was accompained by the modifications in the height of the containers, providing that those which began to arrive to this port were high cube, increasing this way the volumetric capacity of load.
There was necessity then, of adpating the unots of
transport to the biggest heights in the fruit pallets for reefer high
cube containers and adpat the port infrastructure for this operations.
With the philosophy of always offering extra value to the producer-exporter and with the goal of organizing a specialized center of consolidation of containers, it was begun to work in the project of the Consolidated Room and in the parking zones.
The
great weekly volume of mechandise to be put into containers, didn't
make possible to consolidate an important number of containers. neither
to carry out the customs and sanity controls. The infrastructure of
the producers didn't allow it.
Because of the mentioned situation, the management
of the P.S.T. designed, developed and built an acclimatized area of
consolidation of fresh fruits in containers for the transfer of the
pallets from thermal trucks to containers, where can also be carried
out the corresponding export procedures
In January of 2004 the Consolidation Room was inaugurated, which allows to maintain the fresh fruit in a completely refrigerated atmosphere, in uninterrupted form, along the whole chain of supply. In this building it is carried out the transfer from thermal truck to containers, it has six docks for trucks and twelve docks for positioning of reefer containers. The interior is acclimatized and there are twelve plugs (one for container) in order to maintain the good conditions of temperature.
In other words it allows to carry out the pre-cooling in the containers, executing this way the demands of the insurance companies.
In this environment are carried out all the tasks related to the consolidation of containers, shipment control, customs office, placement of temperature controllers (thermographs), sealed, etc., giving as a result an excellence service according to the progress of the international demands in transport of fresh fruits.
It has a covered surface of 644 m2. Its work temperature is of 15°C
In the 2004 season it was registered the consolidation of 4300 FEUs (8600 TEUs).

Services
All
the port services starting from the 06.01.98 are performed by the
licensee society of the port "TERMINAL DE SERVICIOS PATAGONIA
NORTE S.A."
The marine station, by where are carried out all the exports of fruits, vegetables, concentrated juices, minerals and fish, produced in the Provinces of Rio Negro, Mendoza, San Juan and the south region of the Province of Buenos Aires, operates in continuous form during the entire year and the 24 hours of the day.
Some of the services that are provided to the users are:
a. Jetty use: to all type of ships, through the main jetty and of the floating pontoon that according to their technical specifications, can operate in San Antonio Este.
b.
Service to the loads, removal and unload: to all the operators that
carry out exports, removals or imports.
c. Mooring and untie: with specialized personnel on land and help of a 1998 boat of 8.55 mts. of length and power of 180 HP operated by personnel specialized in such maneuvers.
d. People transport service on water: it is carried out with a 1995 boat of 16 mts. of length, 4 mts. of beam and two motors of 440 HP.
e. Tow Service: the mooring and cast off of ships it is done by a 1998 tug with a length of 22,20 mts., a beam of 7,10 mts. and two motors whose power reaches 1920 HP.
f.
Practicaje: It is carried out by personnel of vast experience in
the coast of the Patagonia, and which live in the town. Their use
is obligatory for ships of foreign flag.
g. Stowing of merchandises and containers: it is carried out by personnel of the company, with provision of the necessary materials and the appropriate equipment for stowing each type of load. There is also a 4800 m2 covered area with 14 unloading docks for thermal trucks where it is carried out the classification and destination of the load to cellar, the control of the inspection organisms and an excellent load control, previous to its stowing.
h.
Gathering, consolidation and refrigeration of containers: it is
carried out in the 1 hectare paved terminal inside the port area
and in the 2,5 hectares services area. This one, has a perimeter
wire, illumination in all its perimeter and refrigeration connections
for 35 containers of 40 feet at the same time and uninterruptedly.
i. Conservation of merchandises: the total capacity of conventional cold reaches 400.000 boxes of fresh fruits in a total of 18 cameras that are distributed on the two existing refrigerators. Also two of the cameras possess a 2500 tons of capacity for frozen mechandise (fish and/or concentrated juice of fruits).
j. Gathering and storage of merchandises in storage: they are carried out in the adequate storage rooms. Besides the available ones inside the port area, there are 3700 m2 more in the area of services, what gives a total of 6000 m2.
k.
Transport of merchandises and containers from refrigerator, terminal
or storage room to jetty: it is carried out by appropriate transports
and subcontracted by the PORT SERVICES TERMINAL.
l. Exporter's services and information's system for users: the human resources, the technology of the central of computations in net with the different areas that compose the company (General Management, Operative Management, storing and consolidation terminals, refrigerator, jetty, etc.) make possible to offer a service to the exporter that begins with the transmission via modem or satellite, of the information by a code of bars on the merchandise loaded in origin and the reception in port, allowing this way to the user, to know at any moment the location until the arrival to destination of the merchandise, and also, to organize their commercialization and distribution, controlling the temperature of the merchandise, in particular on those that are refrigerated.
m. Control and registration of the load and unload of merchandises: usually denominated "tally", it is carried out by qualified personnel of the company.
n. Placing into pallets of fruits, vegetables, concentrated juices of fruits and other mechandises: the exporter counts whit a human resources department and specialized infrastructure and equipment, as a part of a new integrative company in services of quality.
o. Coordination of the loads system for terrestrial transport between origin and the port of San Antonio Este: it is denominated "Logistics of transport" and it is provided to those companies that require the system, which allows a better coordination and optimization of terrestrial transport between the production area and the port.
Applied logistics
PATAGONIA
NORTE S.A. incorporated in its organization new concepts in the
commercialization fields, providing its clients the infrastructure
and logistical organization to take the maximum advantage of time,
giving solutions from the door of production until the cellar of
the ship and its destination.
Part of the active structure are information, coordination of terrestrial transport, reception and internal distribution of the merchandise. The support it is given by the Transfer Refrigerator, being an essential tool in the planning of the loads.
Many
factors are kept in mind in the organization of the loads for a
ship on the part of an exporter, among them, the verification of
the stocks of the own refrigerators, the total quantities to embark,
the destination (port of destination that influences in the location
inside the cellars of the ship, determining the order and priority
of the loads) and the loading times with relationship to arrival
and weigh anchor of the ship.
At the arrival of a ship, the Operative and Logistics of Transport departments work as a team to provide the exporter all the tools and to collaborate with the previously mentioned organization. It is in these situations, according to the study of stocks, that is determined the use of the refrigerator as a logistical solution in the movement of merchandise. All this is at the same time organized with the exporter's loads department that provides the information to make the correct distribution of trucks with the technical specifications, of refrigeration and capacity, that will be evaluated organizing the load and accelerating all the logistical devices of communication and information.
Temperature control
The
refrigerated units related to the service of logistics of Transport
have datalogger thermographs that offer information of the cold
supply during the trip from the loading place to the port. These
thermographs are placed in the outlet of the cold equipment, at
the rear van and in the inlet of the equipment, being able to obtain
the air flow inside the unit during the whole trip. This information
is stored and maintained in the computer systems for its later control
and evaluation of the units. This service is included in terrestrial
Logistics. For the loads in ship cellar there is a daily service
of control of the trip temperatures, The ships send a daily report
of temperatures in which are detailed the values of the delivery
air, return air, the values of temperature probes or bulbs for pulp.
With these data, the values of temperature can be detected and normalized
so that the merchandise arrives to destination in good conditions.
